Tennessee Democratic Party Chair Roy Herron called a press conference in Legislative Plaza to ask Republican members to vote against House Bill 261, a measure that would reduce welfare payments if a child fails a grade unless a parent takes corrective action.
Lower payments would give parents an incentive to intervene in their children’s education, proponents say. But Herron, standing next to a table of groceries that could be bought with the $55 a month Democrats calculated a family would lose, said the plan would cause children to go hungry or be beaten by irate parents.
